ITS Arizona is a local association dedicated to improving the future of Arizona’s transportation industry.  The Board of Directors work to exchange ideas and systems among the many municipalities throughout the state.

Steve Ramsey
President

Steve Ramsey has spent most of the past 21 years on the cutting edge of Traffic Engineering technologies. He has worked for Allan Consulting Engineers, The Town of Gilbert, and Huitt-Zollars Inc., but has spent most of the past 20 years with The City of Scottsdale in a variety of Traffic Engineering positions culminating with his latest title of Senior ITS Engineer. He has also actively served on a number of ITE, ITS, ADOT, and MAG committees. Steve is best known as an “out-of-the-box” thinker. He has initiated countless new and creative approaches to traffic engineering and traffic control using ITS during his career – most notably of late; Scottsdale’s Uniform – Incident Based – Signal Timing Plan Sets.


Armand Ciccarelli
Vice President

Armand Ciccarelli is the PBS&J ITS Division’s Area Manager for the state of Arizona. In this capacity, he is responsible for development of the company’s ITS practice for Arizona and the surrounding region. He specializes in the field of Advanced Traveler Information Systems (ATIS), with a particular focus on innovative data collection/analysis and system performance monitoring. During his time with PBS&J, Armand has gained wide-ranging experience working for clients including the U.S. DOT, Maricopa County DOT, Maricopa Association of Governments (MAG), Florida DOT, Arizona DOT, North Carolina DOT, Virginia DOT, Hawaii DOT, and ITS America. Prior to joining PBS&J in 2001, Armand worked for the U.S. DOT’s Volpe National Transportation Systems Center and served as a Peace Corps Volunteer in Eastern Europe.


Kiran Guntupalli
Treasurer

Kiran Guntupalli is the ITS and Safety Engineer in the Transportation Division at Maricopa Association of Governments (MAG). The MAG is a Council of Governments and a Metropolitan Planning Organization for Phoenix metro area. His work at MAG focuses on ITS and Safety Planning in Phoenix metro region. Kiran moved to Arizona in November, 2004 from Lowell, Massachusetts. While in Massachusetts, he worked for Merrimack Valley Planning Commission (MVPC). Prior to working in Transportation his experience includes working for a Software Development firm. Kiran Guntupalli has graduate degree in Civil Engineering majoring in Transportation from University of Massachusetts, Lowell. He received his undergraduate degree in civil engineering from Osmania University in India. His hobbies include traveling and a variety of sports such as volleyball, cricket and swimming. Kiran's parents are very special to him. His father works for the government of India and his mother is a housewife. In his spare time, Kiran enjoys listening to Indian music.


Mike Sutton
Immediate Past President

Mike Sutton currently is working with the Town of Queen Creek as CIP Project Manager where he is actively involved with ITS, transportation and various committees. While with Kirkham Michael he managed and was directly involved with a variety of Traffic related ITS projects. Prior to working with KM, Mike worked with the Town of Gilbert for 10 years where he managed and/or was directly involved with the design, installation, planning and maintenance of their ATMS system and all traffic signal and transportation communication projects. He has actively serve ITS AZ in one capacity or another for approximately 5 years.


Bob Steele
Secretary

Bob has over 38 years experience in traffic engineering, with the last 16 years in ITS.  His background and areas of expertise include project management, contract administration, traffic studies, traffic signal design, signal timing and operations, ITS design and implementation.  After, graduating from East Stroudsburg University in Pennsylvania with a B.A. in mathematics and serving in Viet Nam, Bob started his career in traffic engineering with the New Jersey Department of Transportation in 1971.  Since then, he has worked primarily for public agencies such as the City of Mesa, AZ, City of Scottsdale, AZ and the City of Phoenix, AZ.  Bob retired from Phoenix in 2006.  He is currently working for the Maricopa County Department of Transportation. Bob is a member of the Institute of Transportation Engineers, ITE ITS Management & Operations Technical Council, Intelligent Transportation Systems of America, and Intelligent Transportation Systems of Arizona.  In addition to serving on the ITS Arizona Board of Directors, he is co-chair of the AZ ITE Technical Committee. His family is headed by Denise, his wife, who has put up with him from the get go.  Three daughters are out in the work world making their parents proud.  So far, no grand kids, but a few grand dogs, grand cats, and one grand parrot.
 


Tom Buick
Member-at-Large

Tom Buick joined the firm of Morrison-Maierle Arizona, Inc. in July 2004 to head its southwest regional transportation group. As Principal Engineer for Morrison-Maierle Arizona, Buick’s 28 years of public works experience enhanced the delivery of a broad range of public works projects with an emphasis on transportation systems improvements. Prior to that Mr. Buick led the Maricopa County Department of Transportation (MCDOT) to prominence as a nationally recognized Department of Transportation that built and sustained a very high quality system of County highways and bridges (e.g., Loop 303). He previously served as Director of Public Works for the City of Chandler and directed the ADOT/Pima Association of Governments’ Transportation Planning Division in Tucson. In addition to his public works accomplishments, Buick is noted for his work as Co-Chair of Arizona’s AZTech™ Intelligent Transportation Systems (ITS) Model Deployment initiative in the Phoenix metropolitan area. With the help of a $7.9 million national discretionary grant from the USDOT, Tom helped initiate, deploy and then extend benefits to include police, fire, emergency medical, emergency management and telecommunications agencies…an award-winning public-private partnership that garnered additional Congressional discretionary funding. Mr. Buick serves as National Project Director for ITS America’s Traveler Information Forum and received the U.S. Department of Transportation’s award for “Best Deployment of ITS” with special commendation for the most effective blend of public/private resources. Buick received his BS in Civil Engineer from The University of Arizona and his MS in Civil Engineer from Purdue University. He is a registered Professional Engineer in Arizona, a member of various professional societies and the Arizona Academy. Mr. Buick has received numerous awards recognizing his contribution to the community and in the fields of transportation and public works. He is a recipient of the American Public Works Association “Top 10 Public Works Leader” Award and the Professional Merit Award from the National Association of County Engineers. Mr Buick recently retired from active service with Morrison-Maierle.


Jeff Jenq
Member-At-Large

A year ago, Jeff accepted a position with the City of Mesa to manage the ITS group.  As the second largest city in the region, Mesa has made great strides in ITS in terms of infrastructure development and operations.  A few highlights of the ongoing projects include opening of Lite Rail and Bus Rapid Transit services by the end of the year, upgrade of the Advanced Traffic Management System (ATMS), integration with Regional Communication Network (RCN), deployment of Adaptive Control Signal system, wireless ITS data radio network, expansion of ITS fiber optics network, and several research projects in partnership with the Northern Arizona University, Aldis, and Opticom regarding evaluation of new technologies. Before joining Mesa, Jeff was a consultant specialized in ITS implementation and evaluation.  He has managed federal evaluations of various ITS deployments throughout the country.  Jeff received his Ph.D. in Transportation Engineering from the Northwestern University.


Scott Miller

Scott Miller is a Senior Transit Planner with HDR | S.R. Beard & Associates. Scott has worked in the public transit industry for the last 14 years and specializes in transit service and facility planning, transit operations and transit ITS. Scott’s ITS experience includes managing the production of the Phoenix region’s first GPS based geo-spatial bus stop database, transit management systems (TMS) and transit fare collection systems. 


Avery Rhodes

Avery Rhodes is an Intelligent Transportation Systems Manager for the City of Glendale, Arizona. He holds a Bachelor of Science in Civil Engineering from New Mexico State University and a Master of Science in Civil Engineering from Purdue University. Avery is a registered Professional Engineer in the State of Arizona. His professional interests include traffic signal operations, intelligent transportation systems and traffic management during special events.


Pitu Mirchandi
Member-at-Large

Dr. Pitu Mirchandani (BS, Engineering, UCLA; SM, Aeronautics and Astronautics, MIT; ScD, Operations Research, MIT).is a Professor of Computing, Informatics, and Decision Systems Engineering.

His areas of technical expertise and interests include theories, models and algorithms in systems engineering, and their application to transportation, logistics, emergency management and real-time information and control systems.  His recent research projects have focused on Advanced Traffic Management Systems and Modeling of Information/Traffic Flow Interactions.  He has co-authored two books and over 100 articles in a variety of journals, magazines and books.  He has been on the editorial boards of: IIE Transactions-Scheduling and Logistics; Transportation Science; Journal of Industrial Mathematics, Journal for Advanced Transportation; and Journal of Technology, Policy and Management. He is a member of IEEE, INFORMS, IIE, POMS, TRB, and a charter member of ITS-Arizona, and past member of ACM and ITS America. In 2008, ITS-Arizona gave him the “The Member of the Year” award.
 


Pete Yingling

Pete joined the City of Phoenix Streets Transportation Department, Traffic Signal section in 2001. He is currently managing and scheduling Traffic Signal Technicians in projects and directing everyday duties. 

His education in Electronics Engineering technology began while serving in the USAF which developed into a career in systems integration and machine automation. With over 30 years experience in the private sector, Pete has held positions as a Controls Engineer and Project Manager for a company that produced automated equipment and services to customers on a global scale.
Pete holds certificates for ITS Project Management from the University of Maryland and Traffic Signal Operation Specialist from ITE Transportation Professionals Certification Board. He has been directly involved with various ITS projects within the City of Phoenix such as the High Bandwidth Signals Communications system, Emergency Vehicle Preemption and community and school zone speed feedback display standards and procurement.

Dan Sanders
Alternate Member-at-Large

Dan Sanders is the City of Yuma’s Traffic Engineer, and has been with the City for over two years. In addition to typical municipal traffic engineering activities such as access management, development and CIP plan review, and school zone operations, Dan is responsible for traffic signal timing and optimization, and is in the process of wrapping up the first phase of an Advanced Traffic Management System for improving monitoring and control of the City’s traffic signal system.

Dan came to Yuma in 2007 from the southeastern United States, where he previously was Traffic Engineer for the cities of Huntsville, Alabama, and Alpharetta, Georgia. In Huntsville, he oversaw the development of a Regional ITS Architecture for the Huntsville Metro Area, and in Alpharetta, he was involved with several traffic signal communications system design and construction projects.

Prior to his public sector life, he was with (then) PB Farradyne, where he assisted the City of Atlanta and the Georgia DOT in the implementation of the traffic signal control module of the NaviGAtor ITS system during the 1996 Summer Olympic Games.
 
Dan received his M.S. in Civil Engineering / Transportation from the Georgia Institute of Technology in 1993.

Yung Koprowski

Yung Koprowski is currently an engineering designer and analyst at Lee Engineering, LLC working on a variety of projects in traffic engineering, intelligent transportation systems, and transportation planning.  She has three years of experience in the traffic and transportation fields.  Yung received her B.S. in Civil Engineering from Arizona State University.  She is active in ITS Arizona, ITE (Institute of Transportation Engineers), WTS (Women’s Transportation Seminar), and Habitat for Humanity.  Yung received the 2007 WTS Sharon D. Banks Memorial Undergraduate Scholarship which is awarded to women pursuing undergraduate studies in transportation engineering.  She was also the 2007 ACEC EWEEK Engineering Student of the Year for exhibiting exemplary contributions to the profession and their communities.  Most recently, Yung was able to attend the 2009 ITE Annual Meeting and Exhibit in San Antonio, Texas after receiving the 2009 ITE Consultants Council Young Professionals Award.
