Intelligent Transportation Systems Project Manager (Traffic Engineer III) – Street Transportation Department
ABOUT THIS POSITION
The Street Transportation Department, Traffic Services Division, is dedicated to promoting the safe and efficient movement of both vehicular and pedestrian traffic. Traffic Services oversees street signage, traffic signals, left-turn arrows, school safety measures, visibility obstruction removal, on-street parking regulations, neighborhood traffic mitigation, overall traffic safety, and issuing permits for right-of-way (ROW) usage.
The Traffic Services Division is seeking an Intelligent Transportation Systems (ITS) Project Manager (Traffic Engineer III) to oversee the daily operations of the City’s Traffic Management Center (TMC) within the Arterial Systems Management Section. The TMC is responsible for managing over 1,200 signalized intersections using the Advanced Traffic Management System (ATMS). Key responsibilities of this ITS Project Manager role include supervising Signal Systems Specialists (Levels II and I) in their technical work, which encompasses tasks such as traffic signal timing and coordination, traffic modeling and simulations, traffic signal studies, as well as computerized traffic signal programming and control. The ITS Project Manager will actively manage traffic using Intelligent Transportation Systems (ITS) devices, coordinate traffic for special events and incidents in real-time, and address public complaints and inquiries regarding traffic signal operations, including phasing, timing, or maintenance history.
This role requires a high level of competence and expertise, critical thinking skills, and strong interpersonal skills to effectively engage with a diverse range of stakeholders. The ITS Project Manager will also represent the City in meetings with city, county, state, and federal agencies, as well as other public agencies and professional organizations. Some of these speaking events are held after normal work hours and occasionally on weekends, requiring flexibility in scheduled work hours. This position will report to the Traffic Engineering Supervisor.
IDEAL CANDIDATE
Knowledge of:
- MUTCD and other industry-standard traffic engineering practices and principles.
- Multi-modal transportation planning, policy, and engineering.
- Principles and best practices of employee supervision.
- Ability to:
- Prepare clear and concise reports, correspondence, policies, procedures, and other written materials.
- Maintain a professional demeanor and utilize interpersonal skills to collaborate effectively with internal staff, leadership, council members, and external partners, stakeholders, customers, and general public.
SALARY
Pay Range: $93,121 to $137,592 annually.
Hiring Range: $93,121 to $124,800 annually.

Internal Only: Please understand that this is pay grade 069. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance.
Promotions occur when the last two digits of the pay grade increase.

Lateral transfers occur when there is no change to the last two digits of the pay grade.

MINIMUM QUALIFICATIONS
- Three years of experience in the field of traffic engineering.
- One year at a senior traffic engineering level.
- Bachelor’s degree in engineering, including courses in traffic engineering or transportation engineering; Master’s degree is preferred.
- Other combinations of experience and education which meet the minimum requirements may be substituted.
- Must be registered in the State of Arizona as a Professional Engineer within 12 months of hire; current certification as a Professional Traffic Operations Engineer, preferred.
- All finalists for positions are subject to a criminal background check applicable to the department or position.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver’s license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
- Certification as a Professional Traffic Operations Engineer (PTOE), preferred.
- Experience in/of:
- Project management.
- Developing and managing budgets.
- Supervising a multi-disciplinary team.
- Evaluating and analyzing technical information.
- Preparing reports and presentations for a variety of audiences.
- MUTCD and other industry standard traffic engineering practices.
- Basic principles and practices of budget development, administration, and accountability.
- Working in a real-time traffic management environment such as a traffic management center (TMC).
- Coordinating and delivering technical presentations to agencies, the City Council, boards, commissions, and the general public.
- Traffic signal timing, modeling, and performing calculations for yellow change, red clearance, and pedestrian clearance intervals.
- Intelligent transportation systems, advanced transportation management systems, programming traffic signal controllers, traffic signal systems, and other related equipment.
