ITS Network Manager (Senior Information Technology Systems Specialist) – Streets Department
ABOUT THIS POSITION

The Street Transportation Department is seeking a highly skilled and innovative professional to join our team as an Intelligent Transportation Systems (ITS) Network Manager. This position plays a critical role in designing, implementing, and managing the City’s complex ITS network infrastructure, which supports traffic signal operations, emergency response systems, and advanced traffic management technologies.
The ITS Network Manager will lead strategic planning and oversee the integration of multiple network platforms, including LAN, WAN, and fiber optic systems, to ensure reliable, secure, and scalable connectivity for thousands of field devices and applications. This position involves hands-on technical work in network design, troubleshooting, and performance monitoring, as well as leadership in developing policies, procedures, and long-range plans for ITS infrastructure expansion. The incumbent will manage procurement and maintenance contracts, coordinate with internal and external stakeholders, and guide the deployment of emerging technologies to enhance mobility, safety, and Smart City initiatives. This role requires deep technical expertise in network architecture, routing protocols, and system development methodologies, combined with strong project management and supervisory skills. The ITS Network Manager will interact proactively with City departments, regional agencies, and technology partners to ensure seamless operation of critical transportation systems.
The incumbent will also represent the City in meetings with city, county, state, and federal agencies, as well as other public agencies, and professional organizations. This position may require working more than 40 hours per week, including weekends and holidays, requiring flexibility of scheduled work hours. Currently there is one vacancy in the Street Transportation Department. The ITS Network Manager will report the Traffic Engineering Supervisor.

SALARY
Pay Range: $93,121.60 to $131,040 annually.
Hiring Range: $93,121.60 to $124,800 annually.

Internal Only: Please understand that this is pay grade 067. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance.

MINIMUM QUALIFICATIONS
- Two years of experience as an Information Technology Systems Specialist involving database management and on-line telecommunications.
- Bachelor’s degree in computer science, math, or a related field.
- Other combinations of experience and education that meet the minimum requirements may be substituted.
- All finalists for positions are subject to a criminal background check applicable to the department or position.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver’s license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
- Minimum of five years of supervisory experience.
- Professional certifications such as Cisco Certified Network Professional (CCNP), Cisco Certified Network Associate (CCNA), or equivalent networking credentials.
Experience with/in:
- Professional technical project management.
- Managing large-scale municipal or transportation networks, including LAN, WAN, and fiber optic systems supporting Intelligent Transportation Systems (ITS).
- Network security protocols and cybersecurity best practices for critical infrastructure systems.
- Network design and troubleshooting tools, including monitoring software and diagnostic utilities.
- Integration of traffic signal controllers and various ITS devices into network environments.
- Leading complex technical projects, including planning, budgeting, and coordinating with multiple stakeholders.
- Technical writing and documentation, including preparation of network diagrams, policies, and operational procedures.
